I'm thinking about not thinking which when you think about it really makes the whole thing kind of thoughtless.

They're trying to adjust the critter's level to roughly go with the lvl of the players who should be hunting them (very roughly, i'm sure). It kind of makes sense for corals to drop in level. They're reasonably tough, but way easy to get to, to recover a corpse from when you die, etc. Most of the "littler" peopel who go to aerlinthe will hang around at the corals near the drop.
On a good note, I killed one of the bandies yesterday, I think a scalper, and as I recall it gave 60K. I don't remember them being that high before. Borg cast on and killed an observer, which usually takes me forever to hit them. Not all things are bad, I think we just need to figure out how much XP the critters are worth now.
I think I'll start a critter/XP thread on the Public forum and keep it updated for a few days, unless someone has already done that.

No, from what I heard corals dropped from whatever they were to 25K XP, and their level dropped to lvl 90.
