Is my passup right?
I've been hunting like a dog and I'm not even scratching my debt? are these numbers right?

It's still a little early to tell, but I suspect they probably are right. The numbers are a little slow to change sometimes. Also, unless you hunt and post EVERY day, the numbers can play tricks on you. Try to hunt some and to update every day for the next few days. Even if you can't hunt one day, try to log in and update your numbers anyway. We can check it again in a few days and again in a week and see if your statistics don't start looking better.
You just got a new patron recently and that will change the percentage of XP you pass up from hunting (more on this at the end).
Thoughts regarding loyalty and leadership:
You don't have leadership trained, but that should not be a factor in your case. You have 11 vassals and your willpower is high enough so that your leadership numbers are maxed (if you keep your willpower and leadership buffed all of the time, even when hunting).
You should probably raise your loyalty some. There is no upper limit where raising loyalty stops helping you, like there is with leadership. Every little bit of loyalty you have will allow you to pass up a higher percentage of the XP you earn while hunting. There is also a hidden loyalty bonus that you build up over time. The bonus comes from being sworn to the same patron. After 240 hours of ingame time being sworn to the same patron the bonus caps. The bonus however, at 240 hours of ingame time, DOUBLES your effective loyalty. This can make a huge difference in how hard you have to hunt in order to meet quota.
Also, if you are hunting solo to make quota, try getting into ta fellowship instead. We are running more and more VoD fellows and also high level OP fellows. Even a bad fellowship in one of those places should make 10 million an hour or more. Hunting in fellowships is probably the single most effective thing you can do to increase your XP production. If you can't run Meginjarder, try send me a /tell ingame and I'll check on MJ to see if anyone is runnign a fellowship at the time.

I've been hunting in the tusker tunnels pretty much every night for the past two weeks. Our fellows are avging about 10-15mil per hour. I give you that range because I've been noting what the other members are getting too. I've been finishing each night with about 40-50mil exp added.
Now I know that some of that has to be passup from the chain, but I'm not even making a dent in that debt. Maybe 1mil here or there, but I'm consistently at 11mil debt at all times now... I can't believe that I'm hunting this much and not hitting that debt at all!!! I know that the chain is producing, but is it producing so much that I can hunt 30-50mil/night and not even make a dent on my exp debt? Is that possible?

The patron pass up includes the percentage of your vassal's XP that you automatically pass along, plus a smaller percentage of what you earn from hunting. Where things get weird in the database calculations is the interplay of posting your XP numbers along with your vassal's XP numbers. The database looks back for 21 days from the current day's date and includes all of the XP updates within that timeframe. If everyone hunted every day and updated every day, the database would show much more consistent results.
For example, if the database looks back for a 21 day period it might find some differences in when you hunt and when your vassal does. Let's say you hunt and update every day but your vassal can only play on the weekend. So, every Saturday he/she goes a power hunting spree and earns 200 million XP. What happens then is that, during the next week, your quota numbers start looking better and better because you are adding XP to the pool without any XP coming in from your vassal. Then, when Saturday hits and your vassal goes hunting again, your quota numbers take a hit. Over the long term, quotas will correct themselves, but sometimes it takes a week or two.
