These moves need to be made in this order.

Smooth The Hustler (34) swears to Dubac (37)
Dubac sets Smooth The Hustler as Key Vassal
Ti Gur X (32) swears to Smooth The Hustler (34)
Smooth The Hustler Sets Ti Gur X as Key Vassal
