These moves need to be made in this order.

balkoth (102) swears to Fo Mi Chi (102)
Fo Mi Chi sets balkoth as Key Vassal
Yisati (101) swears to balkoth (102)
balkoth sets Yisati (101) as Key Vassal

If you need to realese you chain vassle to complete this move, make sure all parties are online at the same time, to avoid a chain break.
