What would I need to do to still be 'in the clear'?

8 vassals? Right now, I've got 215 buffed Leader/Loyalty, but I *really* want to pick up Lockpick ASAP, and I'm not sure I have the patience to wait until I hit 100. I'm afraid that Turbine is going to re-nerf sing troves, and I'd like to get a major bow piece before that happens.

If you where to drop Leadership, the chain policy is that you have 11 vassals of your own plus a chain vassal bring you to 12 vassals.

Eh, I said 8 because I thought that was the max. Been so long since I bothered with cross server vassal crap.
