These moves need to be made in this order.

Pee-Wee (79) swears to Lucky Battle (79)
Lucky Battle sets Pee-Wee as Key Vassal
Cols (75) swears to Pee-Wee (79)
Pee-Wee sets Cols as Key Vassal

If you need to realese you chain vassle to complete this move, make sure all parties are online at the same time, to avoid a chain break.
