How do you fail if no Quota in this chain?

Just curious how this can happen. I see a few failed and wonder if there is no quota how a failure happens? Just wanting to make sure Kazene does all that is expected of her in this chain and hopefully not ever see failure by her name.

Everyone above level 50 must have there leadership and Loyalty at minimums stated in the policy. If those minimum are met and are buffed at all times, then each player will show as above 100%. For those that are not, they will show as failed. Although there is no quota, EVERY member in the chain is to be an active member and contributing to the overall XP passup. This means no mooches.

Some that show up as a failing on CC is not passing up 93.75% which, should, be accomlished by having your leadership buffed to 163 and Loyalty buffed to 200.
On the cc report page 100% = 93.75%
Therefor by the design of the database anyone under 100% is marked as failing.
