These moves need to be made in this order.

Xp Pump (115) swears to Neue Regel (116)
Neue Regel (116) sets Xp Pump as Key Vassal
Shogun II (110) swears to Xp Pump (115)
Xp Pump sets Shogun II as Key Vassal

If you need to realese you chain vassle to complete this move, make sure all parties are online at the same time, to avoid a chain break.
