These moves need to be made in this order.

Skilled Killer (53) swears to Merryweather (53)
Merryweather sets Skilled Killer as Key Vassal
Ima Alchy II (46) swears to Skilled Killer (53)
Skilled Killer sets Ima Alchy II as Key Vassal

If you need to realese you chain vassle to complete this move, make sure all parties are online at the same time, to avoid a chain break.
