why am I showing as failed when I have added my quota ?

I believe what we are seeing is that after the alleg changes, everyone stopped producing (hunting). Now the days are catching up with the lack of XP. I had the same problem. Hunt for the next cpl days and it should clear up. Keep in mind, there is very little pass through, so your other vassals (if you have any) don't help much at all like they used to.
