Question about quotas.

Hi, i have been away for about a week because i hae been building a new computer and other stuff, and i find myself in a 75mill xp dept. Can that be real ?
Then i logged in and made around 50 mill out of which maybe 5 mill was from chain and that dropped me down to 72 mill.
I have 11 direct vassals and was buffed while i was away.
