Hi Sticky, here's how it can happen.
Yes, quota is 12 million per week; however, the quota reporting period covers three weeks, so there is a 36 million XP per reporting period that is in play.
Depending on how often both you and your vassal update to the database, some really weird things can happen with the numbers. The database looks back 21 days from whatever today happens to be. Let's say your vassal hunts heavily on the weekend, but doesn't get to play during the week. We'll say that she/he updated 7 days ago, 14 days ago, and 21 days ago. Tomorrow, what will show in the database will be the two newest updates (tomorrow, they will be from 8 days ago and 15 days ago). The original updated from 21 days earlier (now 22 days earlier) has fallen out of the database reporting period and won't be counted anymore.
Now, here's the deal. Take that same idea of your vassal updates above, and let's say that you went camping for a week. You have a one week period now (the most recent week while you've been gone), that has no XP being reported for it. The database doesn't care that you don't show XP every day, it simplys adds up any XP from the last 21 days. If you have gaps in your hunting, and especially if your vassal also has gaps in your hunting, as your XP numbers go in and out of the reporting period and your vassals do too, really weird things can happen to the numbers. You can get way bigger changes day to day than you would think are possible because of the interplay between your XP and the XP coming in from the chain.
Bottom line: Try to hunt hard for each of the next 2 or 3 days if you can, and make sure that you update AC Stats some as you log in and out. I think your numbers will correct themselves pretty quickly. I don't know for sure, but I suspect what has happened is that your vassal has a big hunting day or two that is close to falling out of the reporting window, while you have an empty gap of a week or so at the beginning of the reporting window.
This may not be as concrete an answer as you were looking for, but it's the best I can offer. I've seen it often enough to know that is probably what is happening. I will try to take a closer look at your numbers and see if I see a problem with the numbers anywhere.
