Uhh... I didn't even realize that this was givable, but seeing as how it's the last Gaerlan reward you get after cycling through all the rest, I doubt anyone would be willing to give theirs up.

I'm getting mine this weekend sometime I think.. but its not for sale =)
I know 1 other person that has one and she won't sell it either..
I think your best bet is to just do the quest a few times and get it yoruself. will be cheaper and the other items you get are usefull too
