I dont have any toons below lvl 25 who is able to do it - I want to by some, as many as possible for my Alcy-toon

they boost mana quite a bit for a few hours i believe

+100 mana for 3 hours I believe.

I seem to remember Ellen had a truck load of these at one point

also once you turn them in, they are nodrop/nogive...

one last thing, they removed the level 25+ cap on Xar<whatever>

There is no level restriction getting in to town, but the quest portal is still level 25 or below.
