The short version:
Leadership buffed to 163 and Loyalty buffed to 200 will max the chain XP passthrough.

Because you get a leadership bonus for each vassal you have, if you have 12 vassals you can get by with a buffed leadership value of 86 (it works out to 163 with the bonus), but if you ever forget to buff, have vitae, or lose a vassal, you can be in a world of hurt on making quota very, very quickly.
