Ummmm... this was about RACIAL discrimination... right??

...the Department of Justice, which added that the alleged victims of discrimination were Caucasians, African-Americans, American Indians, and Filipino-Americans.

If the people being discriminated against are

White, Black, Asian/Pacific Islanders, and Native American...

No, but noting the location of Guam, I would assume that the people running it could be loosely called "Polynesian."

There aren't many places in the US other than Hawaii that have a significant Polynesian population...I can think of LA and SLC off the top of my head, though I imagine there are a few other west coast towns that do. If you live on the east coast, however, you probably couldn't tell a Samoan from a Tongan to save your life.
