Aha!!!! I knew I recognized this guy from somewhere!
It's Uncle Albert from Marry Poppins!!! (Wasn't he the one who floated to the ceiling every time he laughed? I also think he did the voice for the Mad Hatter in Alice in Wonderland... Hmm.. it's all making sense now!)
