Ok, normally, when I get this problem and it won't go away, I reload. However, this is on my folks PC and I'm not ready to reload it.
They are using Win98 SE w/ IE 6. Recently, all of the animation (Gif/Flash... ) is flickering. As if every frame has a blank white one before it. (I might also be having problems with Media Player as well)
Anyway.
I COMPLETELY uninstalled it, scanned the drive, refragmented, cleared the registry and reloaded IE 6. Upon restart after reloading, I get the error that MSTime.dll may be missing or corrupt.
I again uninstalled, renamed the corrupt file, and reinstalled. Just as I expected the setup of IE6 created the MSTime.dll file. Yet, it still gave the "corrupt" error and still flickerd.
I did some research online and found one case of someone getting the same thing, very recently. (I believe it has something to do with a windows update).
Well, the instructions for fixing this (it was not off a MS site) were to pull the .dll from the appropriate .cab file. However, since IE6 setup created the file, I would think it has nothing to do with the .cab.
No matter what I do, I still get this flashing. It is the most aggrivating thing when you go to a site with "mouseovers" it flashes like mad. Even in some of those edited files from the "Jedi / SW Kid" it flashes in the middle where the updates were. (I also am still not getting sound on those files... but my pc does have sound and it works for everything else).
For the love of GOD, help me.

I guess it might be nice if someone using Win98SE could send me a copy of MSTime.dll from the C:\windows\system directory.

Yes Ranger, I know. That is why the MSTime.dll appears again after reload. I guess I am just wondering why it is still giving me a "corrupt" error after loading a fresh one.
When I try to unload/load/register that .dll I get a load error.
It's as if they sent a new .dll file that is not compat. with Win98SE.
I'm not even sure if this MSTime.dll has anything to do with the flickering animation. It's the only obvious error that is occuring.

What I would do in this case would be a complete format and reinstall of the OS and all apps.
