Respec question

So I'm switching from OG to BM, and I think I understand how it works for the most part, but I haven't seen it solidly written down that you get the +10 to the skill for spec. So when I spec war, aside from the adjustment of points based on cost, do I get the +10 for spec?

Long winded version of a fairly short question. :\
