It's an animated Gif. Avatar Policy -- I guess we could come up with one -- our to prevent it -- We can put people's names on the image. That would be a deterent.

That sounds like a good idea. Not that I think people would actually STEAL an avatar, but new users may not realize that these are "personal" avatars (for lack of a better term).
