I believe Ranger is right! Here is a man who really understands servers.
Do you really think that Turbine's main goal is to prevent cheating? That's really just a convenient excuse for players, because the general attitude is 'we don't want cheating!"
The real reason for hotfixes is this cheating creates an undue server-load on already overloaded servers, and causes them to crash!!
The real truth of the matter in what they are providing to you is what is more economically viable for them!

Yes. To meet the needs of its player population, Asheron's Call 2 will be divided into separate server worlds. These server worlds will mimic one another in terms of overall content (they share dungeons, creatures, treasure, challenges, etc.), yet also function as individual places with their own unique population of players. For example, players are free to create one character to play on one server world, and another character to play on another world; however, these two characters would never be able to meet.
While server worlds will share the same overall content, they will also come to feel quite distinct. At least one server world will be dedicated to player-versus-player combat. The other worlds will have conflict areas that player groups may fight to control for the benefits (such as mines and forges) these areas offer. Not to mention that all this is planned just for game launch; we are finding other clever ways to diverge the worlds as regular updates to AC2 continue.

Winner: Turbine
Turbine has taken a lot on their plate. They have two licenses to produce games for what can be considered the most rabid fanbases out there. They have a lot of pressure on them to be true to Middle Earth and Dungeons & Dragons. Turbine has guts, that's for sure.
